The author of International Human Rights argues, “Human rights initiatives that bring no direct change in a government’s practices may nonetheless have positive effects by supporting local human rights advocates or delegitimating repressive regimes.” (Donnelly 143). 4.   So human rights help positive effect anyway even if it is not making any official changes in the governing country.  5. In this case the positive outcome is that the child labour advocates in Calcutta benefit in a more subtle way, by being able to claim the legitimacy of supporting international human rights. if the indian government chooses to disregard this source of legitimacy, the threaten their own. 6.
